Yes. Sound artex and old plaster can be dubbed out and skimmed over. Where it is loose or blown, it comes off first and the wall is made good before skimming.
Fresh plaster needs to dry out fully, usually a week or more depending on the weather and the room, before it takes a mist coat. Keith will talk you through it.
